Minutes: April 12, 2022 Regular Board Meeting
Presented for approval at the May 10, 2022 Board Meeting
The meeting was called to order at 7:00 pm by Chair Michelle Meis, the Pledge of Allegiance was recited. Supervisor’s present includes Stan Iskierka, John Paitl, Betsy Rising and Branden Mell attended via Skype. Treasurer Mary Dillner and Clerk Mary Winter were also present.
Agenda

Minutes

Treasurer’s Report

Motion to approve paying bills by Betsy Rising, seconded by Stan Iskierka. Approved.
Open Forum
Dan O’Brien spoke about his taxes. Asked if there was anything the township could do to get more out of what the county is doing? Getting additional roads blacktopped and getting more money back for the township. The Board of Appeals & Equalization is scheduled for Wednesday April 20th. Chair Michelle stated the people who have done their research will fare the best. Bring as much documentation as you can to the meeting. Supervisor Stan stated his estimated market value went up 52%. The township budget went up only 2% and the county and schools set their budget. Supervisor Branden stated we all got our tax statements last week and we are all in a state of shock. Keep in mind the township just like the county sets their budget and sets their levy. If everyone’s market value in the township goes up that will not change the levy amount or the budget. Your payable amount most likely will not go up that same percentage amount. The county is not going to collect a whole bunch of additional money, they are still collecting only what is the approved levy. We will need a strong enough voice to replace the county commissioner who passed away that was Nessel Township commissioner to ensure we get our fair share.
Lynda Risch stated she recently talked to an assessor during the course of her job as a real estate agent. We were at least 2 years behind the value of a home. The tax value was never the same as the marketable value. The assessor Lynda spoke with, stated the legislator’s changed statute and that they now have to be very close to the same. Dan O’Brien stated the state requires between 90%-100% Estimated Market Value be the same as Taxable Value.
Road Maintenance Report
- Plowing was done on township roads that had drifting.
- Ice removal on township roads was done.
- Started grading roads.
- Removed garbage from ditches.

- Clerk present monthly report of township happenings.
Old Business
- Century Link – WIFI and Phone
- Clerk present quote from Century Link for the governmental secure WIFI. The board determined not to use the governmental secure WIFI but to install the residential shared WIFI. Clerk will get setup with the Century Link WIFI for $65.00 monthly fee.
New Business

- Two quotes received – John Finnerty Construction Services quote for $10,800 and Nicholas Construction, Inc. quote for $5,360.
- Motion to accept Nicholas Construction, Inc. quote for $5,360 by John Paitl, seconded by Stan Iskierka. Approved.
- Open Quotes – Gravel
- One quote received – Haas Construction quote for $11.85/yard.
- Motion to accept Haas Construction, Inc. quote for $11.85/yard by Betsy Rising, seconded by John Paitl. Approved.
- Approval of Lawn Service/Landscaping Service
- Motion to approve Lawn Service quote from L & L Lawn Service by John Paitl, seconded by Betsy Rising. Approved.
- Motion to approve Landscaping service quote from L & L Lawn Service by Betsy Rising, seconded by Stan Iskierka. Approved.
D. Liquor License – Resolution 04-2022
- Motion to approve Liquor License Renewal Resolution 04-2022 by John Paitl, seconded by Betsy Rising. Approved.
E. Approval of Dust Control Letter
- Motion to approve Dust Control Letter by Stan Iskierka, seconded by Betsy Rising. Approved.
- Supervisor Stan explained to Nick Hammond of Flickabirds what the CUP states and what the township will do 1 time per year. After that it will be Flickabirds responsibility per the CUP.
- Clerk will send a copy to Nick Hammond of Flickabirds of the townships policy for Dust Control.
- Rush City Fire Dept.
- Motion to approved Rush City Area Fire Protection Contract for $37,560 by Betsy Rising, seconded by Stan Iskierka. Approved.
