Minutes: April 8, 2025, Regular Board Meeting
Presented for approval at the May 13, 2025, Board Meeting
The meeting was called to order at 7:00 pm by Chair Michelle Meis, the Pledge of Allegiance was recited. Supervisors present included Stan Iskierka, Branden Mell, Doug Johnson and Betsy Rising. Clerk, Heather Sward and Treasurer, Angela Krejchik were also present.
Agenda
Motion to approve the agenda with the addition of Clover Trail Paving by Betsy Rising, seconded by Branden Mell. Approved.
Board Meeting Minutes
Motion to approve the March 12th, 2025 regular board meeting minutes by Branden Mell, seconded by Stan Iskierka. Approved.
Treasurer’s Report
Motion to approve the Treasurer’s Report by Betsy Rising, seconded by Stan Iskierka. Approved.
Bills
Motion to approve paying the bills in the amount of $37,558.25 by Betsy Rising, seconded by Branden Mell. Approved.
**At this time, we moved Liquor License Resolution approval to this point of the meeting. The Rush Point Store (off-sale), Flickabirds (on-sale, on/off combo and Sunday Sales) and the Grumpy Minnow (on-sale, on/off combo and Sunday sales) are requesting township approval for their 2025-2026 liquor licenses. Resolution approving liquor license renewal, 02-2025 was presented. Motion by Branden Mell to approve resolution 02-2025, seconded by Stan Iskierka. Approved.
Variance/Plat/Interim Use Permit Requests
None at this meeting.
Open Forum
Clerk, Heather Sward presented an email from a resident addressing the speed of vehicles on the Grumpy Minnow Road, Acacia Way. The current speed limit is 20 mph; it was suggested they contact the County Sheriff’s Office for further support.
Mark Hall presented a request to vacate the undeveloped road off Amber Ave. Motion by Branden Mell to approve Mark Hall’s proposal that the township leave the vacated section of Olson Drive vacated along lots 5-11, Molly Addition, per revised plat to be prepared & submitted for final approval, seconded by Betsy Rising. Approved.
Road Maintenance Report
- Muddy Gap Hollow spent time grading, performing tree removal on 540th and 510th, mulching and brush cutting this month, along with sweeping intersections. The remainder of the salt was delivered. Working on one frost boil on Basswood.
Committee Reports
- Road Committee
- Working with a resident on 497th, documentation has been found from 1959 that deemed the road in question is a township road easement, that has not been maintained. The road committee will assess this on the upcoming road tour.
- All dust control correspondence has been mailed out.
- Stan is checking culverts on 540th.
- Budget Committee
- None at this time.
- Contract Committee
- See Old Business for the township road maintenance contract bidding discussion.
- Policy Committee
- None at this time.
- Clerk’s Township Update
- The Clerk presented monthly report of the township happenings.
- Discussed the musty smell at the town hall. It is suggested that we run a pump to condensate out.
Old Business
A. Township Road Maintenance Contract Bidding: Motion by Betsy Rising to approve the presented summary public notice for publishing for the Road Maintenance Contract bidding notice, seconded Doug Johnson. Approved. We will also post on the website.
B. Open Gravel Bids: Two (2) bids were received and opened at this time. Ryberg & Sons: $19.47/cu yard and Hass Construction: $15.28/cu yard. Motion by Branden Mell to accept the low bid of Hass Construction in the amount of $15.28/cu yard, seconded by Betsy Rising. Approved.
New Business
A. Liquor License Resolution: Liquor license renewal resolution was moved after approval of bills to be paid.
B. Approve 2025 Dust Control Policy: Motion by Stan Iskierka to approve the 2025 Dust Control policy, seconded by Betsy Rising. Approved.
C. Approve 2025 Lawn Care contract: Motion by Stan Iskierka to approve the 2025 Lawn Care rate of $80.00/mowing, seconded by Betsy Rising. Approved.
D. ECE/MN BEAD Letter of Support Request: Motion by Branden Mell to approve the presented letter of support for ECE and the MN BEAD grant application seconded by Stan Iskierka. Approved.
E. Reminder: Road Tour: The Nessel Township Road Committee will have their annual road tour on Monday, April 14th at 8:00 a.m.
F. Reminder: LBAE: Nessel Township and the Chisago County Assessor’s office with hold the Local Board of Appeal and Equalization (LBAE) meeting on Wednesday, April 23rd at 9:30 a.m.
G. Reminder: CCATO: Nessel Township will host the Chisago County Assn of Township Officers meeting on Wednesday, April 30th at 7:00 p.m.
H. Clover Trail: At this time Branden Mell presented the updated SEH proposal for the cost of design & administration of the pavement project of Clover Trail. The estimated cost is $75,000.00 for the design and $64,000.00 to administer the construction project, with a total estimate of $150,000.00. Motion by Branden Mell that per the proposal from SEH, we proceed with the design portion, so we can get bids, so we know the true cost of paving Clover Trail, seconded by Betsy Rising. At this time discussion was had and Betsy Rising rescinded her second due to a misunderstanding. Motion failed.
