The meeting was called to order at 7:00 pm by Chair Michelle Meis, the Pledge of Allegiance was recited.  Supervisors present included Stan Iskierka, Branden Mell, Doug Johnson and Betsy Rising. Clerk Heather Sward, Treasurer Mary Dillner and Treasurer in Training, Angela Krejchik was also present.

Board Meeting Minutes

Motion to approve the May 14th, 2024 regular board meeting minutes by Betsy Rising, seconded by Doug Johnson.  Approved.

Motion to approve the May 22nd, 2024 special board meeting minutes by Betsy Rising, seconded by Stan Iskierka.  Approved.

Treasurer’s Report

Plat Request

Larry Hansen – Ponytail Addition Plat Request. Mr. Hanson presented the request for a 1 lot subdivision.  Motion to approve the requested preliminary plat by Branden Mell, seconded by Doug Johnson. Approved.

Open Forum

Alpine residents Greg Ripp, Ritchie Ronning and Gary Reilly inquired about the recent chip sealing project.  It was noted that the project was done well, but questioned why residents were not notified of the project and potential assessment.  It was addressed that the maintenance of township roads is at the discretion of the Township.  The balance in the SSD was also addressed and determined to be $24,225.58 after the original construction, there are 3 years left of assessment collection and 4 years of bond payments payable.  It was requested by those representing the Alpine SSD to use that balance to buy down the cost of the chip sealing project that was done at a cost of $30,300.66.  Motion to use $20,000 of the available SSD balance to pay down the towards the chip sealing that was performed in 2024 by Branden Mell, seconded by Stan Iskierka.  Approved.

Dan Dahlberg, Chisago County District 5 Commissioner presented on Chisago County updates, upcoming public hearing for new ordinances, Cannabis Ordinance, and County Road 6 project update.   The intersections were addressed, it is not accurately reflected in the detailed set of plans.   We are expecting 100’ at the intersections of Azalea and 495th.  Mr. Dahlberg will follow up on this.

Road Maintenance Report

  • Muddy Gap Hollow spent time spreading gravel to prep for chloride treatment.
  • Chloride was applied on June 10, 2024.
  • Clover Trail traffic was noted.

Committee Reports

  • Road washouts, checking culverts, and mowing.
  • Addressed the shared roads: 540th Street with Royalton Township is now Royalton’s responsibility and 480th with Harris, is now Nessel Township’s responsibility from June 1, 2024 through May 31, 2025.

  1. Clerk’s Township Update
  • The Clerk presented monthly report of the township happenings.
  • We will receive $1.358.07 for Presidential Nominating Primary reimbursement.
  • Filing for seats C, D, and E opens July 30th through August 13th.
  • Nessel Township is in need of Election Judges for the upcoming Primary and General elections.

  1. Easement/Land Purchase Request: Mr. Louis Kippenberg has a landlocked parcel adjoining the unused gravel pit the township owns in Rusheba Township.  It was advised that Mr. Kippenberg consult an attorney.
  1. Election Filing Notice: Motion to approve publishing the notice as presented for 2 consecutive weeks prior to filing by Branden Mell, seconded by Doug Johnson.  Approved.
  1. Resolution for Write-Ins: Motion to approve resolution 03-2024, governing write-in vote counting as presented by Branden Mell, seconded by Stan Iskierka. Approved.
  1. County Road 6 Improvement Project: Nessel Township received notice from the Chisago County Department of Public Works regarding the upcoming project.   They also mailed us a detailed set of the plans to review.   As noted in Open Forum, upon review, it was determined that they did not account for the 100’ stop.   
  1. Nessel Demographics: We received the April 1, 2023 Population and Household Estimates: population estimate is 1,935 and household estimate is 764.  There are no concerns with the provided estimate.
