The meeting was called to order at 7:00 pm by Chair Michelle Meis, the Pledge of Allegiance was recited.  Supervisors present included Stan Iskierka, Doug Johnson and Betsy Rising. Branden Mell attended remotely, publicly posted May 23rd, all votes were taken via roll call.  Clerk, Heather Sward and Treasurer, Angela Krejchik were also present.

Board Meeting Minutes

Motion to approve the May 13th, 2025 regular board meeting minutes by Stan Iskierka, seconded by Betsy Rising.  Approved.

Motion to approve the May 29th, 2025 special pre-bid board meeting minutes by Betsy Rising, seconded by Stan Iskierka.  Approved.

Motion to approve the May 29th, 2025 special board meeting with Fish Lake Township minutes by Betsy Rising, seconded by Stan Iskierka.  Approved.

Treasurer’s Report

Motion to approve the Treasurer’s Report by Doug Johnson, seconded by Betsy Rising.  Approved.

Motion to approve paying the bills in the amount of $50,628.76 by Betsy Rising, seconded by Doug Johnson.  Approved.

Variance/Plat/Interim Use Permit Requests

Roxanne Jennings/Rush City Sno-Bugs CUP: Motion to approve CUP as presented by Branden Mell, seconded by Doug Johnson.  Approved.


Open Forum

Chisago County Sheriff Thyen attended and provided the following information:

  • Reviewed the plan for the 2025 Flickabirds fireworks event to be held on July 3rd.  He reviewed that they have two (2) deputies hired for the event and will have no parking signs on one side of Clover Trail, along with electronic signs to direct traffic.  They will also have 2 boat patrol working the event.
  • Chisago County is going to implement license plate reader technology.

Resident, Mark Holl presented an updated attachment “B” to replace the previously approved document.  Motion to approve the updated attachment “B” vacating Olson Drive by Betsy Rising, seconded by Stan Iskierka.  Approved.

Road Maintenance Report

Muddy Gap Hollow spent time preparing for chloride application and has started mowing ditches.

  • See Old Business for the township road maintenance contract bidding discussion.
  1. Policy Committee
  • Reviewed Nessel Township’s credit card policy as Angela needs a credit card at this time. It was determined that no changes to the policy are necessary at this time.  Motion to approve to issue Angela Krejchik a credit card in alignment with Nessel Township’s credit card policy, section 8.0 by Betsy Rising, seconded by Stan Iskierka.  Approved.
  1. Clerk’s Township Update
  • The Clerk presented monthly report of the township happenings.

Old Business

  1. Township Road Maintenance Contract Bidding: we received one (1) bid for the 2025-2027 Maintenance Contract bidding: Muddy Gap Hollow in the 2025-2026 season amount of $368,700.00.  This contract runs from August 13, 2025 – August 11, 2027, with the Township’s right to extend for a 1-year extension for the 2027-2028 season and an additional 1-year extension for the 2028-2029 season Motion to approved Muddy Gap Hollow as our contractor by Betsy Rising, seconded by Doug Johnson.  Approved.
  1. Blue Heron Trail: No additional discussion needed at this time.

New Business

  1. MN State Demographic Nessel Township estimate:  We received the annual population and household estimates as of April 1, 2024.  The estimated population is 1,929 and the estimated household number is 760.  No suggestions for adjustment were given.

At this time. Supervisor, Stan Iskierka presented a letter of resignation of both his Supervisor and Road Chair positions, effective June 10, 2025.  The board thanked Stan for his service.  Motion to appoint Doug Johnson as Chair of the Road Committee effective immediately by Michelle Meis, seconded by Betsy Rising.  Approved.
